日本の高周波集積回路技術と，ロシア独自の高周波受動回路技術を交流させることで，プロセス微細
化に頼らない，新たな「先駆的マイクロ波／ミリ波集積回路技術」を構築することを目的とする。すでに，
CMOS プロセスの微細化は限界に近付きつつあり，かつ，トランジスタのカットオフ周波数(ft)や最大発振
周波数(fmax)は数百GHz の領域であるため，今後，プロセス微細化による大幅な革新は見込めない状
況にある。能動回路，受動回路両面からの回路技術を中心にした革新により，高周波集積回路技術の
パラダイムシフトを目指す。
